River or just a big-@$$ sewage drain?

Man,if i was a tourist visiting Malaysia for the first time and i see this..i would thinking to myself why would the Malaysian Government have an open sewage drain right in the middle of town? Then when people tell me that its a river..wow,what a bunch of uncaring waste-bums they have living here.
